United Nations officials have called for a complete end to genital mutilation/cutting (FGM/C) to ensure the dignity, health and well-being of every girl. There has been much talk about 'zero tolerance'.  But is zero tolerance the most effective way to end this abusive practice ? A huge international drive against female genital mutilation (FGM) by women’s rights and health campaigners has resulted in the outlawing of FGM in many countries,. But it continues to be widely practised.
